Social scientists and policy makers have long been interested in the causes and consequences of peace and conflict. This handbook brings together contributions from leading scholars who take an economic perspective to study the topic. It includes thirty-three chapters and is divided into five parts: Correlates of Peace and conflict; Consequences and costs of conflict; On the Mechanics of conflict; conflict and Peace in Economic Context; and Pathways of Peace. Taken together, they demonstrate not only how the tools of economics can be fruitfully used to advance our understanding of conflict, but how explicitly incorporating conflict into economic analysis can add substantively to our understanding of observed economic phenomena. Some chapters are largley empirical, identifying correlates of war and peace and quantyfying many of the costs of conflict. Others are more theoretical, exploring a variety of mechanisms that lead to war or are more conducive to peace.

The majority of recent publications on the Common Agricultural Policy (CAP) of the European Union address current issues and specific applications. There is little available which attempts to increase understanding of the nature of existing policies, their development, intentions, problems and successes. The aim of this book is to improve knowledge and understanding of the ‘policy process’ and its application to the CAP, focussing on the principles of policy analysis. For while the details of agricultural and environmental policies evolve, the principles upon which they are based endure. The author uses economics as a basis for his exploration, as fairly simple economics holds the key to understanding many of the fundamental pressures to which agriculture and rural areas are subject. He explains the importance of the political and administrative context in which the process occurs, acknowledging the influence of environmental and sociological concerns.

In "Public Goods, Public Gains", Link and Scott discuss the systematic application of alternative evaluation methods to estimate the social benefits of publicly-financed research and development (R&D). The authors argue that economic theory should be the guiding criterion for any method of program evaluation because it focuses attention on the value and the opportunity costs of the program. The evaluation methods discussed and illustrated are both economics and, for comparison, non-economics based. The book is motivated by four foundation chapters that discuss government's role in innovation from the perspective of economic theory, review public accountability issues from both a constitutional and an historical perspective, overview systematic approaches to program evaluation, and describe the evaluation metrics typically used. Four case studies illustrate the four alternative evaluation approached discussed. These case studies are for the U.S. Advanced Technology Program's intramural research awards program, the U.S. National Institute of Standards and Technology's research on wavelength references for optical fiber communications, the U.S. Malcolm Balridge National Quality Award, and the Advanced Technology Program's focused program on the integration of manufacturing applications.
