This document will present results achieved by WP4 which was led by the Polish governmental agency PARPA (The State Agency for the Prevention of Alcohol-Related Problems) and co-led by the German IFT (Institute for Therapy Research). WP4 had two objectives: ● providing a baseline for comparative assessment and monitoring of alcohol epidemiology, including drinking levels and patterns and alcohol related harms across the EU ● strengthening capacity in comparative alcohol survey methodology and increasing interest in using common methodology in the future. Two tasks to achieve the objectives were adopted ● task 1 - a common alcohol survey methodology to be elaborated and implemented using as blueprint the survey instrument developed and tested for cross-cultural applicability in EU-funded project SMART ● task 2 - data from surveys carried out in the years 2008–2013 to be pooled and recoded for comparative assessment.

This book is about EU decision-making, in particular for the EU's Common Agricultural Policy (CAP). From its formation in the 1960s through to 1992 the CAP was almost immune to change; but from 1992 a series of major reforms took place. This book delves into the mysteries of the policy making process by assessing the MacSharry, Agenda 2000, and Fischler reforms, explaining how, and why, CAP reform became part of the political agenda, and the decision that were taken. It focuses in particular on the role of the Commission and the Commissioner for Agriculture, the Council of Ministers and its Presidency, and the European Parliament. It adopts a heuristic political economy approach, drawing upon the economics and political science literatures as appropriate.

The majority of recent publications on the Common Agricultural Policy (CAP) of the European Union address current issues and specific applications. There is little available which attempts to increase understanding of the nature of existing policies, their development, intentions, problems and successes. The aim of this book is to improve knowledge and understanding of the ‘policy process’ and its application to the CAP, focussing on the principles of policy analysis. For while the details of agricultural and environmental policies evolve, the principles upon which they are based endure. The author uses economics as a basis for his exploration, as fairly simple economics holds the key to understanding many of the fundamental pressures to which agriculture and rural areas are subject. He explains the importance of the political and administrative context in which the process occurs, acknowledging the influence of environmental and sociological concerns.
